Mayor Lightfoot's original proposal was rejected, but he revised his original proposal, which was approved earlier this year in April.

While some have described the relief as a gift from the government, rather than a handout of tax dollars, Mayor Lightfoot is adamant that the legislation will help those who need it most.

"It's a fact of life that things happen in our city that don't affect everyone equally," said Mayor Lightfoot.

"There are times when we have to do something as a body that is only used by small and local people and this is one of those times."

There are three ways to apply for the lottery. The first is through the website chicago.gov/ChicagoMoves. The second is in person at any Chicago Public Library location.

Gas Card Lottery application periods occur over a five-month period, with deadlines set on May 3, June 3, July 3, August 3, and September 3.

The state initiative is open to all Chicago residents who are 18 years of age or older and have a current and valid city sticker for their vehicle with valid mailing information.

Eligible residents must earn 100 percent or less of the Chicago area median income.

For transit cards, individuals must be Chicago residents and have household incomes at or below 140 percent of the Chicago area median income.
