Chicago Moves Program - CHICAGO (CBS)-- The City Council on Wednesday narrowly approved Mayor Lori Lightfoot's $12.5 million plan to hand out prepaid gas and transportation cards to thousands of Chicagoans.
The council voted 26-23 to approve the "Chicago Moves" program, which will provide 50,000 $150 prepaid gas cards and 100,000 permit cards that can be used to cover the mayor's $50 CTA fee.

Many city councilors who support the program said people living in their neighborhoods have been inundated with phone calls asking how to apply for one of the cards.

“I support that,” said Ald. David Moore (17th). "I've had to listen to my assistants about it and they say they need something because they're hurting right now."
"My office has been flooded with calls from our constituents who need our help to help them apply for these cards. So I think this is a good thing for a lot of constituents," said Ald. Roberto Maldonado (26th).
However, many city councilors argued that the city would be better off spending the $12.5 million on other issues, particularly public safety.
"I commend you for trying to address this council and the issue our neighborhoods are facing, but this is 100 percent the wrong way to go," said Ald. Raymond Lopez (15th), who has announced that he will run for mayor in 2023. "To say it's a gimmick is an understatement. We have hundreds of millions of dollars that we can use to improve the lives of our residents. And that's the way we're going. This body has to do better. This body can do better."

Ald. Anthony Beale (9th) said the city should instead focus on fighting violent crime, particularly car theft and gun assaults.
"Until we start dealing with the 800-pound gorilla in the crime room, we're going to continue down that path," Beale said. "We need to tackle crime and get people back to enjoying this city."
Lightfoot shrugged and said criticism that the gas card and fare scheme was a political ploy was "nonsense".

Ald. Jason Ervin (28th), chairman of the City Council's Land Committee, applauded the mayor for changing the proposal to ensure gas cards go to those who need them most.
“Many of us don't have the luxury of other communities, and I see this as a way to help not only those hardest hit by COVID, but also those most at risk from economic conditions and life. Anything we can do to help people, I think that's something we should do as a body," he said.
Ald. Leslie Hairston (5th) said every city councilor wants to help Chicagoans, but she said there's basically a better way to help than giving people money for a few tanks of gas.
"When we give $3 million to food stores and [$7.5 million] to gas cards, something is missing. When we don't fund anti-violence, violence prevention programs, anti-violence programs at the same rate, he said, 'We're doing this for gas cards, that's not true.'

Ald. Brendan Reilly (42nd) said that while high gas prices are an obvious problem for drivers in Chicago, he doesn't believe the city should be subsidizing fossil fuels, especially right after celebrating Earth Week.

Lightfoot agrees that the city needs to reduce its carbon footprint, saying that "the planetary reality is that a lot of people have to drive cars because there are huge areas of our city without transportation. The mayor said Chicago residents can begin applying for the cards until they are approved by the City Council on April 27. Entries are limited to one per household.
The cards will be valid for one year after issue and can only be used for fuel costs at gas stations in the city of Chicago.
